Read & Publish Agreements: Introduction

This guide explores open access publishing opportunities available to the College of Charleston campus community through the College Libraries’ Read & Publish agreements. These agreements, also referred to as transformative agreements, combine subscription-based reading and open access publishing.

With which publishers do the Libraries have active Read & Publish agreements?

The College of Charleston Libraries have Read & Publish agreements with Cambridge University Press, Springer, and Wiley through its partnership with Carolina Consortium. The Libraries also have agreements with the American Chemical Society (ACS), the Association for Computing Machinery (ACM), and The Company of Biologists.

Does the College of Charleston Libraries financially contribute to other publishers which support open access publishing for the College of Charleston community?

Yes. Since 2019, the College of Charleston Libraries have supported SCOAP-3, a consortium of thousands of libraries, research centers, and other funding agencies from around the world. SCOAP-3 has worked with publishers in the field of physics to make key journals open access at no cost to authors. Also, the Libraries have active subscriptions to a number of Annual Reviews which make their journals available open access using the Subscribe to Open business model.

What are APCs and will the College of Charleston Libraries cover them should I choose to publish my article open access?

Article Processing Charges (APCs) are fees charged to the authors during the publication process in order to make their scholarly research openly available. APCs can range from several hundred to several thousand dollars. In most cases, authors can opt-out of publishing their research open access should they wish. Aside from the Read & Publish agreements and other open access publishing initiatives detailed in this guide, the College of Charleston Libraries do not financially cover the cost of APCs. However, should other publishers offer Read & Publish subscription models for journals valued by campus researchers, and the costs for subscribing to them align with the materials budget, the Libraries will always consider adding these options. Keep referring back to this guide as details about new deals are added as soon as they are publicly available.
